2002 GENERAL RULES INFORMATION
(All Divisions)
MEMBERSHIP- REGISTRATION
1.Individual Membership Card: Dues are $100 per year for drivers, car owners, and general members.$75 if paid
before Friday Feb. 15, 2002
2.Floating Membership Card: (3 card minimum), at $100 per card/per year. Additional Floating Membership
Cards may be purchased. The $100 membership fee for each card applies.
3.Pit Passes are $25 for MEMBERS and $35 for NON-MEMBERS for standard shows, with the exception of
GSC, WoO, USAC, and any other event deemed a special event by management.
4.MUST show membership card for discount. NO MEMBERSHIP CARD, NO DISCOUNT. NO EXCEPTIONS.
5.POINTS WILL BE AWARDED ONLY TO BOTH DRIVERS AND CAR OWNERS WHO ARE MEMBERS IN
GOOD STANDING OF KINGS SPEEDWAY.
6.Purse money will NOT be disbursed without completed Membership/Non-Member Registration Form on file
at KINGS Speedway office.
7.I.M.C.A. will be required to pay a $50 registration fee prior to racing KINGS.
8.CARS DEEMED ILLEGAL BY RACE TRACK OFFICIALS CAN RESULT IN LOSS OF POINTS AND MONEY
FOR THAT EVENT AND MAY BE SUSPENDED FOR UP TO FIVE (5) RACES.
PURPOSE
1.The following rules were adopted by KINGS Speedway. The purpose of these rules are:
a)To provide for the safety of drivers, pit crews and spectators at KINGS Speedway.
b)To assure each participant a fair decision in case of dispute.
c)To improve the performance of KINGS sanctioned events and to contribute in every way toward
improving the sport of auto racing.
2.Any participant breaking any of these rules may be penalized by KINGS Speedway officials and/or
Management of KINGS Speedway.
3.All new members will be given the rules upon joining as a member of KINGS Speedway.
4.It is the responsibility of all persons participating in a KINGS Speedway event, whether as a driver, owner, pit
crew member or spectator to obey ALL RULES as well as to take all necessary actions to guarantee the safety of others in due orderly conduct of the race program.
5.These rules are subject to change and additions will be made as occasion demands.
6.TRACK OFFICIALS RESERVE THE RIGHT TO MAKE FINAL DECISIONS IN THE IMPLEMENTATION
AND INTERPRETATION OF ANY RULES OR RACE PROCEDURES AT ANY TIME. NO EQUIPMENT WILL BE CONSIDERED APPROVED BY REASON OF HAVING PASSED THROUGH INSPECTION UNOBSERVED.
7.Any car found to be in violation of rules will not be permitted to compete until that car is legal and inspected
by officials. Visiting cars from other tracks must meet all rules.
8.There will be a fine if a car is on the gas after the yellow light is on. NO EXCEPTIONS.
9.All rookie cars will be marked and will start in the back of the pack at the discretion of Competition Director.
(A rookie is any driver who has not raced at KINGS).
10.Toe-Way Radios may or may not be legal Check your class
11. Manual signaling of race cars is NOT allowed from any position.
12.Equipment will not be considered "legal" simply because it went through inspection undetected or because a
rule has not been written against it.
13.Officials reserve the right to confiscate and hold any parts and/or equipment subject of not conforming to
KINGS rules.
14.KINGS will subject cars to technical inspection at any time. All cars must conform to KINGS rules.
15.At such time when some incident or safety regulation becomes questionable, if it is not clearly defined in this
rule book, the officials can and WILL have the final decision. At this time, common sense and fair play regulations shall apply. KINGS reserves the right to be the final arbitrator as to the letter, intent and spirit of the racing rules of KINGS.
16.Any car or driver considered a hazard will be BLACK flagged from the track. Disobeying the BLACK flag will
result in loss of position and possible fine.
17.KINGS Speedway noise requirements will be strictly enforced. The DBA will be 95 @ 100 ft measured from
the center of the racing surface. STRICTLY ENFORCED. NO EXCEPTIONS!
REGULATIONS REGARDING INJURIES
1.Ambulance transport may not be covered under KINGS Speedway insurance.
2.Any driver who has received an injury cannot compete at KINGS Speedway until a signed medical release
from their attending physician is given to KINGS Speedway office.
3.All medical releases must be notarized and turned in at the pit gate BEFORE being allowed to enter.
4.MINORS under the age of 16 will NOT be allowed in the pit area. Ages 16 to 18 will NOT be allowed to enter
the pit area WITHOUT A MINOR RELEASE FORM (AVAILABLE AT THE KINGS SPEEDWAY OFFICE) SIGNED, NOTARIZED AND ON FILE AT KINGS SPEEDWAY OFFICE. Prior to being allowed to enter, a waiver MUST be signed each week thereafter. NO EXCEPTIONS.
5. All injuries require an accident report to be filled out by Kings Safety crew at the time of
incident for medical insurance coverage to be in effect.
DUTIES OF KINGS OFFICIALS
DIRECTOR OF COMPETITION:
a)Shall watch for and make decisions on violations of the rules detected by himself and others and
discipline any participant guilty of violating any rules, subject to the right of such participant to object to the discipline as herein provided.
b)Assist the Starter by counting laps and watching cars.
c)Maintains contact with the race promoter and track maintenance crew during the race.
d)Makes ALL final decisions if and when necessary to help the show or participants.
e)May reposition cars in the line-up at his discretion to avoid delays.
TECHNICAL/PIT STEWARD
a)Inspects racing equipment and all safety considerations concerning participants or spectators reporting
same to the Director of Competition.
b)Has charge of the line-up during the warm-up and qualifying laps.
c)Lines up cars for coming events as far ahead of time as possible.
d)Assist the Director of Competition in detecting violations of rules.
STARTER
a)Handles the flags and controls the running of each event, from warm-up laps through the main event.
b)Assist the Director of Competition in determining violations of the rules.
INFIELD STEWARDS
a)Assist the Starter and improve safety for participants by calling for a yellow flag in each turn when
required.
TIME SCORER
a)Responsible for the timing of qualifying laps; decision is final.
b)Times each event lap by lap.
c)Furnishes a run-down for each event and furnishes the Director of Competition with the proper line-up for
restarts.
d)Informs the Starter of cars gaining positions under the yellow flag whenever possible.
RULES OF CONDUCT
A. COOPERATION WITH OFFICIALS
1. All pit crews, drivers and owners MUST cooperate with Kings Speedway Officials at all times to provide a
good show.
2. In case of disputes arising, ONLY Car Owner OR Driver of the car has the right to approach the Official.
ONLY ONE REPRESENTATIVE PER CAR will be allowed to discuss the issue with Official in a calm and professional manner.
B. RESPONSIBILITY
1. The Car Owner and/or Driver will be responsible for the conduct of all persons associated with that car.
2. No one except the Kings Speedway Officials are allowed to approach the scorers.
3. Any unauthorized person who goes to the Flagstand or Scoring Tower will be assessed a fine or may be
suspended.
C. UNBECOMING CONDUCT
1. Any Driver, Car Owner or Crew Member, who at any time uses improper language to Officials may be
immediately reprimanded, expelled from the track, and/or subject to a fine and/or subject to a fine and/or probation. Unbecoming conduct in front of the audience will be cause for a non-protestable suspension and/or fine and/or probation
2. Any Driver, Car Owner or Pit Crew, who at any time shoves, strikes or attempts to strike any Official or
Competitor will be fined and or suspended.
3. Any participant found fighting on property will be removed by Police and the judge will decide.
4. Any Car Owner, Driver or Crew Owner who has the appearance of being under the influence of alcohol or
drugs shall not be allowed to compete in that day's events or allowed in pit area..Drinking or Drugs will not be tolerated in any manner and appropriately dealt with.
2.Kings Speedway shall arbitrate and decide any disputes, violations or infractions not covered by these rules.
PROTESTS
1.Protests must be filed IN WRITING and HAND DELIVERED to the Director of Competition or Technical/Pit
Steward within 30 minutes of the completion of last event and must be accompanied by a $100 cash protest fee. Such fee will be returned to the protestor if the Director of Competition determines that the protest should be granted.
FLAG DEFINITIONS
GREEN
a)Marks the start of an event, qualifying lap, or restart of competition following a yellow or red flag
condition.
b)When coming down for a start or restart, any car causing at least two false starts may be started in last
place.
c)Any driver who passes on the initial start or complete restart of an event will, at the discretion of the
officials be set back two positions in scoring for each position.
d)After the initial start of an event, of subsequent single-file (nose to tail) restarts, racing will begin as soon
as the GREEN flag is thrown. If any driver pulls out of line or passes before the GREEN flag is thrown, he will be set back two positions for every car illegally gained. Penalty may be imposed at the next caution period or at the end of the race, whichever comes first.
YELLOW a)Denotes CAUTION, meaning danger and/or the Starter's decision to S-L-O-W-D-O-W-N the field.
b)The lead car shall maintain the pace indicated by the Starter and the remainder of the field shall form a
single line behind it. The lead car may be fined or sent to the rear of the field if it does not slow down to comply with the Starter's command.
c)After passing a Flagman throwing a yellow flag, NO CAR shall pass another unless motioned on by the
Starter. Any car which passes another while running under the YELLOW flag and fails to get back into position before the GREEN is thrown, will be set back two positions in scoring for each position gained under the yellow flag.
d) A car that stops for consultation or mechanical adjustment while running under the yellow flag shall
restart at the rear of the line-up. This rule does not apply to a car called by officials or if a safety item is involved and an official is notified.
RED
a)DANGER! Stop as soon as possible.
b)Any car which passes the scene of an accident after a RED flag has been thrown is subject to a fine.
c)Crews will be permitted to work on their cars off the racing surface between turns 3 and 4 under a RED
flag without penalty as long as they are ready when officials are ready to restart the race.
YELLOW AND RED DIAGONAL
a)Will be thrown in case of restart to line the cars up for another start without having to stop them.
b)Can be thrown to signify a false start, or to indicate that a car has dropped out of the line-up before the
GREEN flag has been thrown: IN WHICH CASE CARS SHALL MOVE UP SINGLE FILE TO FILL THE GAP. DO NOT CROSS OVER.
BLACK a)Any car receiving the black flag shall come into the pits at once.
b)Failure to come in after more than three laps of the race will be RED flagged and the car removed. At the
discretion of the Director of competition, any driver who ignores the BLACK flag will receive automatic suspension for one race.
c)The Director of Competition, Technical Steward, and/or Starter is authorized to determine what
constitutes a hazard, and throw the BLACK or RED flag.
BLUE WITH YELLOW DIAGONAL STRIPE
a)Move over flag, to be used at the Starter's discretion.
WHITE a)One lap to go before checkered flag is thrown.
CHECKERED a)RACE IS OVER!
RACE PROCEDURES
1.ALL CARS REQUIRED TO PASS TECH INSPECTION PRIOR TO DRIVERS MEETING.
2.WARM UPS:
a)Drivers MUST be in uniform (which includes fire retardant shoes and gloves), helmet in place and belts
fastened whenever a car is started.
b)No car shall be started in the infield or on the track without the consent of the Director of Competition
or Technical Steward. Under no circumstances will a car be started outside the race track and pit areas. Violators will be subject to a fine.
c)Cars will hot lap in the same order as their qualifying numbers.
d)Unauthorized hot laps or ignoring YELLOW flag conditions will result in a fine or the driver starting at
the rear of the main event or both. NO EXCEPTIONS.
e)Hot laps will be terminated at the advertised time for qualifying.
f)Any car that hot laps in the wrong hot lap group may lose one qualifying lap.
3.Ten (10) minutes after the track is opened for wheel packing, any cars remaining in the pits will lose one
qualifying lap.
4.At any time, officials will remove any person from the pits who has been drinking alcohol beverages or
acting in a manner unbecoming to a KINGS Speedway participant.
5.Drivers already in the main event cannot drive other cars in the semi-main.
6.Driver's may qualify ONE CAR ONLY.
7.Any driver changes will result in starting at rear of field.
KINGS SPEEDWAY RESERVES THE RIGHT TO ALTER PROCEDURES
AND/OR RULES AT DISCRETION OF DIRECTOR OF COMPETITION.
ACCIDENTS
1.A YELLOW or RED flag shall be thrown at the discretion of the Starter or Director of Competition, depending
on the severity of the accident, or the extent to which the track is blocked.
2.In the event of a YELLOW, RED, or restart flag displayed before the leader completes one lap, no laps will
be counted and restarting line-up will be based on the original starting positions, with stopped cars to the rear of the field or at the discretion of Director of Competition.
3.Original restarts will be double file until one full racing lap has been completed or 2 attempts have been
made, or at the discretion of the Director of Competition the restart will be single file.
4.When a YELLOW or RED flag is thrown after a completed lap the lineup will be single file, the restarting
lineup is based on the cars that have crossed the line under green will keep position. All other cars will be lined up according to the last completed lap with the stopped cars placed at the rear of the field or at discretion of Director of Competition.
5.Any car that is directly or indirectly responsible for causing a YELLOW flag to be displayed will start at the
rear. Any spun car that does not come to a stop, but causes a YELLOW flag, will start at the rear.
6.The second time a driver loses control of his car or causes a YELLOW flag, he is automatically disqualified
from that event.
7.Cars damaged in an accident may be ruled out of competition by the Director of Competition or Technical/Pit
Steward.
8.In all races, if a race is ended on a YELLOW or RED flag, the finishing order will be as the cars cross the
finish line.
9.The Director of Competition reserves the right to make the final decisions when necessary for the benefit of
the show.
10.After a red flag cars will be given 4 laps by the pace car. Work must be completed and all cars must be
fired. At the end of the 4th completed lap by the pace car, cars not fired will be disqualified and removed from the race track.
11. Single file restarts will take place at the designated starters cone placed between turn four and the
flagstand on front straightaway. Any driver who hits the restart cone will be moved to the rear of the field but remain on the same lap as previously scored.
12. Do Not race to the yellow or red flag.
13. TIRES OF ANY KIND NOT ALLOWED TO BE LEFT ON PREMISES. TEAMS WILL BE FINED $25 PER
